I'm going to start keeping track of all the useful things I come across.  Post links and I'll integrate them.

The Dilemmas of Bicycle Planning.  I highly recommend, this covers a lot of ground.

If you would like to discuss what UND can do about traffic enforcement and the effects on cycling:
also here is the email for the chief of UPD. If any concerned cyclists feel the need to voice their concerns, I would send your comments here. Please be respectful, and let him know that you are appreciative of the work that campus police does to keep us all safe, while at the same time voicing your concern for the safety of cyclists on campus.
