Title: Trains every hour, and the students get blamed

That the city of Grand Forks doesn't realize their hypocrsy in both allowing the trains to blow their whistles every hour and slapping loud people with having committed a crime boggles the mind.  Yes, I realize that the trains are a safety issue.  The point is, noise is not.  It doesn't make someone less safe to hear some noise.  What happened to people shouting "keep it down" and the people being a little rowdy actually listening?  The problem here is the city taking responsibility for a 'problem' that should be that of  the individual residents.

As for whining about how adding train arms is going to cost a lot and take a long time, suck it up.  It doesn't have to.  Putting in a bloody arm is not going to slow the train down, but it will make everyone happier.  So rather than complain about a little noise from the people who live here and keep this tiny town on the map, how about dropping the money for some safety measures and instituting a policy against trains blowing their whistles except in emergencies?  It should be all noise or none, in my opinion.

At the very least, take the 'noise violation' fines and put them towards buying the arms.
