If the law has been made that you can't use animals for meat that are too weak to stand, then to follow the law you can't use animals that are too weak to stand. I'm not saying it's the best judge of whether meat is fit for human consumption, but somewhere along the way this criteria got picked. If we don't want recalls like this in the future, we either need to change the law or make sure that all slaughterhouses treat their animals in a humane fashion. The first would lead to more and more needless animal cruelty, the second to more government oversight and probably more "lawbreaking."
Every time I hear about slaughterhouses I think about how much energy is wasted in the production of beef (it's one of the most energy-intensive food products, IIRC) and it makes me a little bit sicker. I try to limit my beef intake anyway, but I get closer and closer to becoming a vegetarian every time I smell a cattle yard or hear about a slaughterhouse.
