Title: North Dakota: Bike friendly state?

Just saw this today... After having ridden in ND and many many other places I'm not sure that I would agree. But here it is:

Grand Forks seems like a great place to ride compared to what it could be.

I'd bet there's not enough cycling advocacy here because...well...there simply aren't many cyclists?
