A federal judge who has ruled Fargo’s excessive traffic fines unconstitutional is prodding lawyers to resolve issues that ultimately will answer one big question: How much will the city of Fargo have to pay?

Maybe I will be able to get some money back.  Though I always thought Fargo's fines were low, they must have shot up recently.
