Not sure, just some agreement... I guess they are just trying to bring students in?

BISMARCK — A pair of bills in the North Dakota House would cut state spending on nonresident college students.
One of the bills requires colleges to give back state money they receive for nonresident students. North Dakota's university system has about 7,500 nonresident students each year.
Another bill would set a minimum tuition price for nonresident students. Tuition would have to be at least equal to the average cost of educating each student. Schools could not use taxpayer money to subsidize tuition rates for out-of-state students.
North Dakota's university system estimates the proposals would cut nonresident enrollment by more than 6,000 students each year.
North Dakota has a tuition reciprocity deal with Minnesota, and those students wouldn't be affected. The House Education Committee took no action on the bills Monday.
