BISMARCK (AP) — A proposed two-year tuition freeze for North Dakota's public colleges has been defeated in the state House.

BISMARCK (AP) — A proposed two-year tuition freeze for North Dakota's public colleges has been defeated in the state House.

Gov. Jack Dalrymple's budget proposal already provides money to keep tuition level for North Dakota's two-year public colleges.

However, Dalrymple's plan would allow 2.5 percent annual tuition increases for the state's four-year colleges.

The bill sought to extend the two-year tuition freeze to all North Dakota public colleges. House members defeated the legislation on Friday, 73-19.

The bill included more than $26 million for North Dakota's university system, and critics of the tuition freeze said the money could be better spent in other ways.

Some things to ponder: Is a freeze for some fair?  Why don't 4 year institutions get freezes?  How would a freeze impact services?  Is any consideration being given to equity funding?
