BISMARCK, N.D. (AP) – North Dakota’s Board of Higher Education is considering guidelines on setting student room and board prices for the next school year.

The proposed rules say North Dakota’s colleges first have to include 5 percent minimum average pay increases for employees when they set the new rates. They also have to consider local wage levels, the cost of facility repairs and the effects of general cost inflation.

I'm not sure what that article is saying.  Isn't SBHE just trying to set rate standards?  Or are they tying in employee wages to money that is made from room and board?  I guess if that's the case, room and board would go up 5% every year if there are the same number of employees, right?

Does this include graduate student teaching and research assistants?  What about undergraduate student workers?

I think they are saying there has to be a minimum 5% raise, then additional as needed to cover repairs, local wage levels, etc.
