For what it's worth, here are the actual requirements for these awards:
Cub Scout Cycling Belt Loop and Pin (1st-5th graders)

The belt loop is easy...I did it with my son in less than 10 minutes. The pin takes a bit more work, but not much.
Boy Scout Cycling Merit Badge (6th-12th graders)

They have a pamphlet that defines how all these requirement are to be met. Pamphlets are available at Gerrell's for a few $$. The merit badge requires a bit more work, but is still easily achieved. My son, now a 6th grader, dropped scouting so we never got the chance to work on this one...(sigh)
