They must have "improved" that since I last heard about it.  Last I knew it would affect anyone under a certain age, which meant shopping with your small child or infant=not gonna happen.

Personally, I think there are more civilized ways to change things.

Trust me when I say... thats how NY rolls. Always looking for a way or reason to make someones life that much more inconvenient.

However... do understand it is EXTREMELY annoying to have your apt lobby as the hangout (speaking from personal experience).
